Essay

How capital gets into Seoul's living sector

The buy-build-lease model is difficult to run in Seoul today. Four routes work around it. Each starts from a signal in the data and is run by an operator already established in its segment.

ⅠThe question

From the structural case to execution

Our earlier research has set out the structural case for Seoul's living sector. This essay asks how capital enters, and what each route requires.

Structurally, demand is rising, supply is tightening, and the rental market is moving to monthly rent from jeonse, the Korean lease under which the tenant lodges a large refundable deposit instead of paying rent. Cyclically, the economy is supported by exports, and policy closes off the conventional routes into the market. The structure makes the case, and the cycle leaves timing open.

Neither settles how to deploy capital: the buy-build-lease model that scaled multifamily in the United States and rental apartments in Japan is difficult to run at scale in Seoul today. Buying homes runs into policy. Korea's tax and lending rules treat a platform that buys flats to let as they would any owner of multiple homes, and since September 2025 rental businesses have been unable to borrow against homes in Seoul and the wider capital region: the loan-to-value limit is zero, save in narrow cases such as a first loan against homes the business has built itself.4 Building is squeezed between cost and rent. Land is dear and construction costs are up about 30% since 2020, while rent can rise by no more than 5% when a tenant exercises the statutory right to renew.5 Permits for small-unit housing in Seoul fell 75.9% between 2021 and 2026. The question is therefore which routes remain open, and what each demands in data and in operating capability.
